Job Responsibilities

Strategic Sourcing & Procurement

  • Lead sourcing and procurement activities for goods, equipment, components, and services, ensuring alignment with cost, quality, delivery, and project requirements.
  • Manage the end-to-end Source-to-Contract process for EPC projects, including tender management, commercial evaluations, supplier selection, and contract award.
  • Develop and implement sourcing strategies to support business growth, project delivery, and operational objectives.
  • Ensure compliance with Sembcorp's procurement policies, governance standards, and strategic sourcing framework.

Commercial Management

  • Develop and validate commercial, market, and cost assumptions for project financial modelling, budgeting, and business case evaluations.
  • Conduct cost analysis, supplier benchmarking, and market assessments to support informed sourcing decisions.
  • Identify and drive cost optimization, value engineering, and procurement efficiency initiatives.
  • Lead commercial negotiations to secure competitive pricing, favourable contractual terms, and long-term value creation.
  • Prepare procurement, commercial, and cost performance reports for management review and decision-making.

Supplier & Stakeholder Management

  • Build, maintain, and strengthen strategic relationships with suppliers, contractors, and service providers.
  • Serve as the primary interface between suppliers and internal stakeholders on procurement and contractual matters.
  • Monitor supplier performance, contract compliance, and service delivery against agreed KPIs and contractual commitments.
  • Collaborate closely with Project Development, Engineering, Construction, Asset Management, Operations, Finance, and other stakeholders to support business and project requirements.

Project Procurement & Execution

  • Lead procurement, logistics, and delivery coordination throughout project execution.
  • Oversee manufacturing progress, shipment schedules, customs clearance, site deliveries, contract obligations, expenditure tracking, and key project milestones.
  • Identify and mitigate procurement, schedule, commercial, and supply chain risks that may impact project performance.
  • Work with project teams, contractors, and suppliers to resolve execution challenges and support successful project commissioning and handover.

Asset Management Support

  • Support Asset Management teams in monitoring renewable asset performance, operational KPIs, lifecycle costs, O&M budgets, vendor obligations, and warranty claims.
  • Contribute to asset optimization, performance improvement, and continuous value creation initiatives.

Market Intelligence & Risk Management

  • Monitor market trends, supplier developments, industry dynamics, and competitor activities to identify opportunities and potential risks.
  • Provide recommendations on sourcing strategies, supplier diversification, and commercial risk mitigation measures.

Health, Safety, Security & Environmental (HSSE)

  • Champion a strong HSSE culture and ensure compliance with all applicable health, safety, security, and environmental requirements.
  • Promote and enforce HSSE policies, standards, and best practices across procurement, logistics, and project execution activities.
  • Support the implementation of HSSE initiatives, risk mitigation measures, and continuous improvement programs to maintain a safe and sustainable working environment.
Job Requirements
  • Bachelor's Degree in Business Administration, Supply Chain Management, Engineering, or a related discipline.
  • Minimum 8-10 years of procurement, sourcing, and contract management experience, including leadership responsibilities.
  • Proven experience in strategic sourcing, tender management, and contract negotiations, including EPC contracts, supply agreements, and long-term service agreements.
  • Strong contract management and supplier performance management experience.
  • Relevant experience in the renewable energy, power, utilities, infrastructure, or EPC sectors preferred.
  • Experience in project procurement, logistics, and project execution support.
  • Good understanding of project development, construction, commissioning, and operational handover processes.
  • Strong stakeholder management skills and ability to collaborate across cross-functional teams.
  • Proficiency in English, Mandarin, and Bahasa Indonesia to effectively engage suppliers and stakeholders across regional markets.
  • Strong commercial, analytical, negotiation, and problem-solving skills.
  • Self-driven and able to manage multiple priorities in a fast-paced environment.
  • Proficient in Microsoft Office applications.
  • Familiarity with Indonesian regulatory and permitting requirements is an advantage.
  • Strong commitment to Health, Safety, Security, and Environmental (HSSE) standards.
